how does my computer know what daylight it is after a format and fresh install of window?

the clock is not on your complicated drive. it's on the motherboard.
It reads the time/date from your mobo's internal clock ( it runs on battery ).



You could set it up manually during the install process if you want.
This is because each city contained by the world has it's own timezone so it will show you the time of that zone.
